docs: Add multi-environment access guide using service network endpoints

Add user guide explaining how to reach VPC Lattice services from multiple
environments (e.g., Production and Staging) when EKS clusters share the
same VPC. Covers the VPC association constraint, controller setup for the
second environment, SNE creation, and three DNS addressing options.

Addresses a common support question about the ConflictException when
attempting multiple service network VPC associations from the same VPC.
