feat: load segment's analytics.js from a first party proxy in dev (#2679)

* feat: load segment's analytics.js from a first party proxy in dev

Ad blockers drop the requests to cdn.segment.com, so those sessions send
no events. decentraland-dapps now takes the URL of the analytics.js
bundle, pass the one of our proxy in dev.

Environments with no SEGMENT_ANALYTICS_URL keep loading the bundle from
Segment's CDN, so stg and prod are unchanged until they get their own
proxy path.
