chore(deps): bump Go to 1.26.6 (#2308)

go1.26.6 ships stdlib security fixes (CVE-2026-39821, CVE-2026-46600).
Bumps the toolchain across all pinned locations: build/Dockerfile
(GO_VERSION), the test/canaries + test/databind + test/proxy files,
and the tools/{cdn-purge,spin-ec2,yamlgen} module go directives.
Root go.mod stays at the bare "go 1.26" directive, unchanged.

Verified: go build ./cmd/... ./pkg/... ./internal/... and each
tools/* submodule build clean under go1.26.6. go mod tidy on the
three tools submodules produced no changes.
