fix(ci): raise phpunit and testing-framework floors past their PHP 8.4 support

Both packages' previous floor (phpunit/phpunit 11.0.0, typo3/testing-framework
8.2.0) predate PHP 8.4's GA release and were never validated against it or
8.5. Under --prefer-lowest this floor gets resolved for the PHP 8.4/8.5 test
matrix cells, causing PHPUnit's dangling-error-handler tearDown check to fail
and poison every subsequent test in the run.
