[pipeline] Upgrade to tigerdata-config v0.55.0  (#2863)

We are updating the asset counts to correct for a revision in project
assets created introduced in v0.54.0

```
1) Mediaflux::IteratorRequest#result returns asset information
     Failure/Error: expect(result[:files].count).to eq 7

       expected: 7
            got: 10
```

UPDATE: We are not rolling forward until we better understand why the
asset count changed.

UPDATE: @JaymeeH , @mduchnowski-pu and @bess met to discuss and we think
that one of the largest test collections doesn't always finish creation
by the time these tests run. We double checked that there are supposed
to be *10* objects here, the 7 was an artifact from a bad test run.
@mduchnowski-pu suggested that we could pre-load the projects from an
archive file and that this would make our tests more robust and CI runs
faster. ✅
