refactor!: make specs drive all codegen

Move numerical implementations into standalone YAML specifications
and make them the source of truth for generated targets.

Add a pest-based formula DSL and semantic compilation into a validated
IR with identifier resolution, ordered variables, function arity
checks, and scalar or record outputs.

Generate the Rust code, Python NumPy ufuncs, and target-specific tests
directly from the semantic IR. Inline expressions in generated Python
loops instead of calling through the Rust core.

Replace source keys with filename-derived slugs and reorganize language
implementations as independent targets. Update the extraction and
generation skills for the new agent-led specification workflow.

Migrate existing specifications and add implementations for Cosby
(1984), Puckett (1985), Weber (2020), Pidgeon (1972), and Rawls (1982).

Update project documentation, schema references, lint fixes, and CI
checks for the new generation workflow.

BREAKING CHANGE: specifications now use standalone YAML files and the
project layout and code generation workflow have changed.
