litestream 0.5.16 with atomic sftp writes

The install script kept short-circuiting on `command -v litestream`, so the
version pin only ever applied to freshly bootstrapped VMs; prod stayed on 0.5.1,
which writes LTX files straight to their final name. A failed upload there
leaves a truncated snapshot visible to restore (upstream #1318, fixed in 0.5.14)
— one did on 2026-08-12 and broke point-in-time restore into that window.

Also clears three pyrefly errors that only surface when the hook runs on a
subset of files, which blocked every commit.
