[Workflow] ci: Run the checks on a pull request that targets any branch (#18)

# Description

A stacked pull request gets no checks. The `branches` filter on the
`pull_request` trigger matches
the base branch, and a stacked pull request bases on its parent's
branch. The filter names `master`
and `*.x` only, so the trigger never fires. No tool reads the change
until the parent merges and
GitHub retargets the pull request. A defect stays hidden for that whole
time, and the author finds
it only after the parent lands.

This change removes the filter from the `pull_request` trigger in both
workflows. Every pull
request runs, whatever branch it targets.

The `push` trigger keeps its filter. A push to a working branch already
runs these jobs through the
`pull_request` trigger, so a filter-free `push` trigger would duplicate
every run.

A required status check still gates the merge. The rulesets in
`infra-github` apply to `master` and
to `*.x`, and this change does not touch them.
