* fix(delta): preserve local changes when a remote delta arrives

applyDelta case 4 overwrote local metadata and deleted ContentCache even
when the item had pending local work, silently losing local edits. Skip the
remote change when the inode hasChanges is set or the UploadManager has a
pending/in-flight session for that ID, so the local version wins.

* test(fs): make ProcessSessions_RetriesErrored deterministic

The test asserted the session stayed pending after processSessions, but the
retry path launches the upload asynchronously, so the state could flip to
uploading before the assertion. Fill the in-flight cap so the session stays
pending, removing the flaky race.
