chore(skills): bias comment-compactor toward deleting comments (#10187)

Flip the skill's default posture from compacting comments to deleting
them unless they earn their place. Adds an explicit sentence-by-sentence
evaluation step, an audience test framed around a reader with no access
to the session that produced the diff, a narrow list of what survives,
and before/after examples.
