fix(conventional-changelog): add conventional-commits-filter to dependencies (#1536)

ConventionalGitClient#loadDeps() unconditionally imports both
conventional-commits-parser and conventional-commits-filter on the
getCommits() path, but only the parser was declared as a dependency.
The filter was reachable only through git-client's optional peer
dependency, which npm 11 prunes from the install (npm/cli#9249),
causing ERR_MODULE_NOT_FOUND at runtime during changelog generation.
