Add `:focus-within` styles to `.form-control` (#42829)

* Add `:focus-within` styles to `.form-control`.

Let wrapper controls (for example `.form-adorn`) show the focus ring when a child input is focused. Fixes #40827.

* Remove unused focus-ring import from form-adorn.

Dropping the local :focus-within rule left @use focus-ring unused and failed css-lint-imports.
