chore(ci): migrate lerna changelog preset to effect property

  * conventional-changelog-conventionalcommits v10 replaces the
    hidden commit-type property with effect; the old property is
    silently ignored now
  * without this, build/ci commits (previously hidden) would start
    leaking into generated changelogs on the v10 bump in this branch
  * effect: bump preserves prior visibility/bump behavior for all
    other types; effect: hidden preserves build/ci exclusion
