ci: pin supabase/sdk reusable workflows to v1.0.0 (#1197)

* ci: pin supabase/sdk reusable workflows to v1.0.0

Now that supabase/sdk has a real tagged release, pin both reusable
workflow refs (sync-compliance and validate-capabilities) to the
v1.0.0 commit SHA with a version comment instead of a floating @main
ref or an unlabeled SHA. Dependabot's github-actions ecosystem (already
configured here) picks up the version comment and will open PRs to
bump this as supabase/sdk cuts new releases.

* ci: check github-actions dependencies daily

Faster feedback for the new supabase/sdk version pin: catch a new
release the next day instead of waiting up to a week.
