Ci/qa hems play mode (#2422)

* ci/qa: run only HEMS in play mode

Context:
- The HEMS simulation exceeds the new scheduling trigger rate limit during release QA.

Change:
- Keep tutorial QA in development mode, then recreate and health-check only the API server in play mode immediately before HEMS.

* docs/changelog: note HEMS QA play mode

Context:
- Release QA now switches the API server to simulation mode only for the HEMS example.

Change:
- Add the required Infrastructure / Support changelog entry.

* changelog entry with PR ID
