Refactor and improve menu component (#2941)

This PR is primarily a refactor and improvement for the menu component. The main changes to menu include:

- Add new `menu__label` element.
- Rename `menu__sep` to `menu__divider` along with related tokens.
- Remove `border` and box-shadow menu tokens since they are not useful within the context of a menu.
- Update documentation to reflect menu changes.

**Additional changes**

- `docs`: Apply font-size-base utility to module back button. 
- `docs`: Update browser menu example with new icons.
- `docs`: Add labels to the mode/theme switcher menu.
- `docs`: Update menu size modifier of mode/theme switcher menu.
- `docs`: Fix icon usage in `ReferenceTable` component.
- `docs`: Move `@vrembem/drawer` import to the layout template where the custom element is used.
- `docs`: Remove unused utilities.
- `docs`: Move config import to the top of manifest file.
- `core`, `vrembem`: Fix style build scripts to correctly use build files.
