fix: use nil instead of "" for missing app version tags (#1138)

## What
base/previous/permanent tags on
supavisor_prom_ex_application_version_info defaulted to
"" when unset. Prometheus/VM drop empty-value labels at ingestion, so
they silently
vanished once a node had no upgrade history — breaking Grafana views
built on them.

## Fix
Default to nil instead, matching the existing az/short_node_id
convention (rendered as
"nil" by our Peep exporter), so the label stays present on every series.
