chore: lockstep bluebird_web to 0.4.2 for tag-based publishing

pub.dev's automated publishing requires the pushed tag to match each package's
own version, so every package co-published under a single repo-wide `vX.Y.Z`
tag must share that version. bluebird_web was 0.4.1 under tag v0.4.2, which
pub.dev rejected ("Expected tag 'v0.4.1'"), aborting the publish before
bluebird 0.4.2 was attempted — nothing shipped.

Bump bluebird_web 0.4.1 -> 0.4.2 (skipping the never-published 0.4.1) and
tighten bluebird's constraint to ^0.4.2 so both publish cleanly under v0.4.2.
