feat: Add scaling to upgrade cluster tool CLOUDP-407394 (#1401)

## Proposed changes
Add scaling to atlas-upgrade-cluster (CLOUDP-407394)
Extends atlas-upgrade-cluster so it can also scale an already-Dedicated
cluster in place (resizing its instance size and/or updating compute
autoscaling), not just upgrade Free/Flex clusters.

- Resize a Dedicated cluster's instance size (M10–M80) via targetTier.
- Enable/disable/reconfigure compute autoscaling via
computeAutoScaling/minInstanceSize/maxInstanceSize (max up to M200).
- Autoscaling defaults on resize, matching atlas-create-cluster's
convention.
- Response message reflects change (size, autoscaling, or both).
