* Migrate synth_mcx_n_clean_m15 to Rust

* Addressing reviewer's comments for Rust code implementation and docstring formatting

* fix(tests): update mcx_vchain QASM expectation after synth_mcx_n_clean_m15 Rust migration

The Rust implementation inlines rccx/ccx decompositions directly into the circuit
instead of keeping them as named gate nodes, producing expanded H/T/Tdg/CX output.
