Raise BadSyntax on a literal with '^^' but no datatype IRI (#3506)

In the Notation3 parser (used for n3/turtle/trig), a literal followed by a
'^^' datatype marker with no valid IRI (e.g. '<a> <b> "x"^^ .') left the
datatype result list empty, so res2[0] raised IndexError instead of a
BadSyntax parse error.

Raise BadSyntax when the datatype IRI is missing. Add a regression test.
