Pin Docker base image to Python 3.11 (#73)

`python:3-slim` now resolves to Python 3.14, which has no prebuilt
pydantic-core 2.33.2 wheel. Poetry falls back to a source build, and the
slim image has no C toolchain, so the end-to-end container build fails
with `error: linker \`cc\` not found`.

Pin to 3.11-slim to match `python = "^3.11"` in pyproject.toml and the
CI test matrix, so the image runs the Python version we actually test.
Also uppercase the `AS` keywords to clear the buildkit FromAsCasing
warnings.
