* chore: update toolchain to typescript 7, oxlint, and tsdown

- Bump typescript to 7.0.2
- Replace eslint/typescript-eslint with oxlint and .oxlintrc.json
- Replace the dual tsc builds with a single tsdown build emitting
  ESM + CJS bundles, both sets of declarations, and source maps
- Point exports/main/module/types at the new dist layout
- Add an explicit @types/node dev dependency and a typecheck script
- Run lint and typecheck in CI
- Let renovate automerge updates once branch checks are green

* ci: only run the toolchain steps on the newest node

tsdown requires node ^22.18 || >=24.11 and fails to load its TS config on
node 20, so lint, typecheck, and build now run only on the 24.x matrix leg.
Tests still run from source on every supported node.
