chore(operator): drop unused test-only helpers from pkg/features (#3880)

pkg/features is imported by the controller manager, so the test-only
helpers it exported dragged the standard library testing package,
component-base's featuregate/testing and klog's ktesting into the
production binary.

Neither helper has a caller anywhere in the repository, and the upstream
issue SetEnable was waiting on (kubernetes/kubernetes#118346) was closed
without merging, so the note it carried can no longer come true. Tests
that need to flip a gate can call featuregatetesting.SetFeatureGateDuringTest
directly.
