ci: analyze via zgosalvez action for GitHub annotations

flutter analyze emitted no GitHub annotations. Replace it with
zgosalvez/github-actions-analyze-dart (pinned to a SHA), which runs
dart analyze + a dart format check and reports findings as annotations
in the run summary and inline on PRs. fail-on-infos/warnings preserve
the previous gate's strictness; line-length matches page_width 120.
