- Introduced a service-level NRP verification for pods observed without PodIPs to prevent premature finalizer removal.
- Updated the PendingPodDeletion struct to include a VerifyServiceDrain flag.
- Modified CheckPendingPodDeletions to wait for unbacked NRP addresses before removing finalizers.
- Added new methods to check for unbacked NRP addresses and whether outbound addresses are still desired.
- Adjusted initialization logic to track no-IP pods for service drain verification instead of directly removing finalizers.
- Enhanced tests to cover scenarios for no-IP pods and their finalizer behavior during deletion.
- Updated K8s state management to accommodate new pod key and UID tracking for outbound identities.

* Implement Service Gateway LoadBalancer with Network Resource Subscription Support

- Refactor LoadBalancer implementation to support a separate subscription for network resources.
- Update configuration to include NetworkResourceSubscriptionID.
