Upgrading nodejs and node (#2839)

What if we try much more aggressively to stay up to date with node? If
we stay on `@latest` then we should always be able to find a
pre-installed version.

This might mean we have slightly different node versions in dev vs ci vs
prod. I have not seen any evidence yet that minor variations in node
versions lead to failing tests, but I have seen a LOT of evidence that
downloading node every time we need to run CI makes things pretty slow.
