Added ruff check to ensure that a logger is used wherever possible instead of printing (#1644)

* Add T20 log vs print ruleset to ruff

* add ruff noqa tags to unit tests which logically should be print and not loggers

* Add noqa tags to lines that will not be edited since they will be removed by #1641

* ruff formatting fix

* remove testing print statements

* remove accidentally included comment

* remove logger statement in test_misc

* Skip T20 ruleset for unit tests

* revert changes in test files

* remove unused logger
