fix(ui): never render match cards without text

gpt-oss-120b usually emits a bare find_content call with no narration
(prompt instructions only help occasionally at temperature 0.7), leaving
a card row with no text. Two layers:
- prompt: explicit rule to start tool-calling responses with a sentence
- frontend guarantee: when a completed message has matches but no
  content, show a fallback line above the cards

Verified with a terse-stream mock replay and against the live model.
