feat(chat): always search once content is identified, never offer to

Cueso is only used to find and play content, but identification-style
questions ("what's that gritty medical show...") ended with the model
offering to search instead of searching. Rework the system prompt to
treat every content question as intent to watch and require find_content
in the same turn. Eval 7 captures the failing prompt: it fails on the
old prompt and passes now; evals 1-6 still pass.
