blog: cut the stutter between phases 28 and 29

Rewriting phase 28's fold section left the two posts making the same
argument twice inside two entries, which the phase 29 review flagged as
an editorial call rather than a defect. Split by what each post is for.

Phase 28 keeps the conclusion, because the machine is what that post is
about: the Mendler concession in two sentences, the representation in
three, and a pointer forward to where the price is worked out. The
unfold, the defunctionalised continuations and the trampoline stay
whole; they are its own material.

Phase 29 keeps the history and the documents, which are its own: what
phase 5 and phase 7 built, the interpreter still compiling in
sender_eval.hpp, what a second pointer tree would cost against DIV-0016
and D14, and the reference doc that sat four phases in docs/ with
nothing marking its prediction as spent. Where it used to restate the
unfold and the when_all inversion it now back-references phase 28 and
adds only what that post does not carry. "A machine is a scheme too"
folds into the section above it.

The weight moves to the two invariants and the unchecked precondition,
which is the material only phase 29 has.
