Add HaveLineCount/NotHaveLineCount and ContainLine/NotContainLine to StringAssertions

Implements the API proposed in #3291. Adds four new assertion methods
on StringAssertions<TAssertions>:
- HaveLineCount / NotHaveLineCount to assert on the number of lines
- ContainLine / NotContainLine to assert on the presence of a specific line

Lines are split using the same \\\r\\n\/\\\n\/\\\r\ normalization rule
already used internally elsewhere in the library.

Note: issue #3291 is currently labeled 'api-suggestion' rather than
'api-approved'. Proceeding per explicit user instruction; PR description
flags this for maintainer review.
