t12: run under giza by parsing its non-numeric version string

giza's pgqinf(VERSION) returns e.g. 'giza-1.5.0', which the digit-mangling
version check turned into 'giza-150' and then compared numerically -
producing a warning and always skipping. Parse the giza form explicitly
(accept >= 1.3, where pgaxis/pgtick arrived) and keep the numeric check
for real PGPLOT. All routines t12 exercises (pgconf, pgcons, pgaxis,
pgtick, pgqndt, pgqdt) are exported by current giza libpgplot, and the
test passes against giza main.
