Add make zizmor target (#1646)

* Add make zizmor target to run static analysis locally (Closes #1639)

Add a `make zizmor` target that runs the same zizmor static analysis as the GitHub Actions workflow, add zizmor as a development dependency, document the new command, and add the change log entry.
