Run the expected-failure walk only when inference is on

Review of my own patch: the exclusion is read in exactly one place, the
signature reduction, so with inference off there is nothing for it to
affect and the caller-direction walk plus a dominator computation per call
site is pure cost on every function in the project. Gating it makes the
change a complete no-op in the default configuration, which is also the
honest blast radius to claim for it.

The suite runs 689/689.
