ci: raise the notebook timeout so slower runners have room

The 0.14.0 release failed on windows-latest when anomaly_detection.ipynb
exceeded the three-minute nbmake cap. The same notebook takes about 30
seconds locally and passes on Linux and macOS; the Windows runners are
several times slower, and it was close enough to the cap to cross it there.

Ten minutes instead of three. The alternative was adding the notebook back
to test_skip_notebooks, which invoke.yml argues against for good reason: a
skipped notebook stops reporting when it breaks, and this one was already
un-skipped deliberately in 2024.

This buys room rather than fixing anything. Almost all of that notebook's
runtime is one OnlineIsolationForest cell, which builds a ThreadPoolExecutor
twice per instance while defaulting to a single worker. Fixing that is
tracked separately and should let this come back down.
