fix(test): skip TestGetAuthCodeLocalServer_CannotBind in CI

Port 1 is privileged on regular Linux but may be bindable in Docker
containers running as root (GitHub Actions). When the port IS
available, getAuthCodeLocalServer starts a server and blocks for
2 minutes on select, causing a 60s timeout.

Added GITHUB_ACTIONS guard to skip this test in CI.
