Using `oxlint` (#3605)

Replaces ESLint and TypeScript-ESlint in order to unblock the migration
to TypeScript 7 in #3545
The migration rule is rebased on `@oxlint/plugins` which is declared as
ESLint-compatible.
The migration package no longer requires ESLint specifically, it now
supports OxLint and its compatibility is now tested using OxLint as
well.

So, ESLint and TypeScript-ESLint are removed entirely from the lock
file.
