plugin: add tempo range sliders to the UI

Hosts such as Qtractor show the custom UI instead of their generic
parameter form, which made the range controls hard to reach. Draw
draggable minimum and maximum sliders in the UI so it is
self-sufficient, and grow the default window height to fit.
