fix: don't emit an empty edit href, and raise PHPStan to level 8 (#66)

Level 8 checks calls and property reads against nullable types. Trumpet
reported a single finding: AnnouncementManager passed get_edit_post_link()
straight to esc_url(), which takes a string.

get_edit_post_link() returns null when the post type registers no edit
link, and the current_user_can('edit_post', ...) check above it does not
rule that out — so the rendered markup could carry an empty href. The edit
anchor is now only built when there is a link; otherwise the plain title
stands, which is what a user without the capability already sees.

No baseline entries added. phpstan, phpcs and 184 tests green.
