fix: close null-safety gaps and raise PHPStan to level 8 (#59)

Level 8 checks calls and property reads against nullable types. Integrity
reported 4 findings.

Mask::phone() counted digits with preg_replace(), which returns null on a
PCRE failure. Coalescing that to '' would report zero digits and return the
number completely unmasked — the wrong direction for a masking helper to
fail in. Counted with the same ctype_digit walk the function already uses
below, which has no failure path at all.

RestController's one-shot rest_post_dispatch closure removed itself via
$this->rateLimitFilter, declared callable|null. Guarded exactly as the
removal at the top of attachRateLimitFilter() already is; a null property
means nothing is registered to remove.

Plugin::init() resolved two services off the ?ContainerInterface property.
The rest_api_init closure runs later, so it goes through getContainer(),
which throws if the plugin was never initialised; the is_admin() branch runs
inline and uses the $unityContainer parameter already in scope.

No baseline entries added. phpstan, phpcs and 272 tests green.
