fix: close null-safety gaps and raise PHPStan to level 8 (#60)

Level 8 checks calls and property reads against nullable types. Scrutiny
reported 17 findings, in two shapes.

Configuration::getConfig() is declared `?array` — it returns null when no
Member config is registered — but four classes assign it straight to a
non-nullable `array` property. Under strict_types that is a TypeError, not
a silent null. Coalesce to an empty map, which is what every reader of
those properties already treats a missing config as:

  - src/Privacy/MemberFieldsObscurer.php
  - src/Privacy/ResponderCertificationGuard.php
  - src/Audit/AuditTracker.php
  - src/Admin/Members/PersonalDataMinder.php

The other 13 are `self::$container->get()` inside init(). The property is
`?ContainerInterface` and PHPStan does not narrow static properties across
statements, so every call reads as a possible null-method-call. All 13 sit
where the `$unityContainer` parameter that was just assigned to it is still
in scope, so use that instead — same object, obviously non-null, no
accessor indirection.

No baseline entries added. phpstan, phpcs and 350 tests green.
