workflows/*: use the release-based install-qt-action fork revision

The previous fork revision was based on upstream master, whose root
action references the inner action by a local path that GitHub
resolves against the consumer workspace, and whose inner JavaScript is
not built. Rebase the fork branch on the v4.3.1 release, which ships
the built code, pin actions/setup-python by commit SHA, and reference
the inner action by the full SHA of that commit.
