Materialize null DictConfig merge roots

Expand null dictionary roots before merging mapping content so root-level merges match nested behavior and preserve Structured Config type and context.

Keep null destinations unchanged when the source is a missing Structured Config. Cover safe and unsafe merges across typed and untyped roots, empty and non-empty sources, inherited flags, parent-relative interpolation, and node keys.
