add gogitconfig subpackage with include expansion and insteadOf rewriting

go-git does not expand the [include] directive when parsing a gitconfig, so
insteadOf rules inside an included file remain unseen. The new subpackage
expands includes in place, merges sections without loss, and rewrites remote
addresses the same as the Git CLI does.

Also refreshes dependencies and aligns the workflow and README with the
templates.
