chore: raise PHPStan to level 7 (#50)

All seven findings were wpdb::prepare() rejecting a non-literal query,
from the same root as reach: PHPStan types $wpdb->prefix as a plain
string, so a table name built from it is not literal-string and neither
is any query interpolating it.

Database::rotaTable() and assignmentsTable() now assert literal-string on
the prefix - not on the concatenation, which PHPStan infers as
non-falsy-string and rejects the assertion against. The claim holds: the
prefix comes from wp-config.php and the table name is a class constant.

The repositories then had to carry it. Both cache the name in a
`private string $table` property, and the bare native type erased the
literal-string-ness again, so the property is annotated too.
