chore: raise PHPStan to level 7 (#58)

Eighteen of the twenty-one findings were reads of properties on a bare
`object` - rows from $wpdb->get_results(), which has no shape to read. Two
annotations cleared all of them: an AuditLogRow object shape declared once
as a @phpstan-type on the AuditRepository interface and referenced from
find(), and the same treatment for the admin page'"'"'s own getAuditUsers().
Every field is typed string because OBJECT mode returns each column as
one, and none are nullable because the schema has no nullable column.

Re-checked amber, reach, reconcile, integrity and unity against the
tightened interface: all still green.

The rest were unguarded failure returns. wp_date() twice on the log
screen, falling back to the raw stored value as the surrounding code
already did; mysql2date() in PrivacyPolicyFormatter, projecting to an
empty string on the same reasoning the empty-input case documents;
inet_ntop() in getClientIp(), which now falls through to the placeholder
rather than risk recording an un-anonymised address; and strtotime() in
purge(), which refuses to purge rather than fall back to now and delete
the whole log.
