chore: raise PHPStan to level 7 (#48)

Level 7 reports member access and argument passing on union types where
only some members are valid. Beacon had two findings, both the same:
listRules() and listTargets() promise array<int,...> rather than a list,
so array_map preserved keys that ok() will not accept.

Fixed with array_values() rather than by widening ok()'s parameter. A
gappy int-keyed array is not just a typing nicety here — it would
json_encode as a JSON object, so a REST client expecting a list of rules
would get a keyed map instead.
