Reject commitments that no constraint would bind

A stock commitment naming no device or known stock group reaches neither the device-group constraints nor the EMS-level flow constraints,
and an EMS-level commodity commitment whose commodity no commitment maps devices to is skipped as well.
Either way its deviation variables stayed in the objective without any constraint:
the commitment was silently dropped, or, with a favourably signed deviation price, the problem became unbounded.
Both backends share prepare_scheduling_problem, so validating there covers Pyomo and direct HiGHS alike.
