test: update controller tests for v1beta2 condition types

Adapt test assertions and setup for the v1beta2 migration:

- Replace corev1.ConditionStatus comparisons with metav1.ConditionStatus
  (different named types despite identical values)
- Wrap ConditionType constants in string() for gomega Equal() matcher
  since metav1.Condition.Type is string, not clusterv1.ConditionType
- Set InfrastructureReady as a condition instead of status bool
- Use conditions.Set() instead of MarkTrue/MarkFalse in test setup
- Use ClusterControlPlaneInitializedCondition constant name
